CREATE Goals

CREATE Goals are the Courageous, Realistic, Envisioned, Aligned, Testable, and End-Dated micro-level operational goals within Independent Integration Systems Engineering (XSE) that translate Desired Results (777) into actionable and evaluable objectives. They are developed within the third sub-element of Take Time—determining how the system will achieve its Desired Results—after Current Reality, relevant XSE Dynamic Mechanics, Position, and Current Trajectory have been investigated and Desired Results have been pinpointed.

For applicable human systems, CREATE Goals are established across the integrated Human Aspects of Mind, Body, and Spirit. Each goal should be aligned with and traceable to its applicable Desired Result(s) and should provide sufficient operational direction for determining what the system will deliberately work to accomplish. CREATE Goals should also be engineered with appropriate consideration of Current Reality, relevant XSE Dynamic Mechanics, Astronomical Plotting/Position, Current Trajectory, Sources, Resources, constraints, Integrity, responsibilities, and whole-system conditions.

CREATE stands for:

  • C — Courageous: supports appropriate advancement beyond unnecessary fear, avoidance, resistance, or stagnation without implying recklessness or disregard for actual risks and constraints.
  • R — Realistic: is grounded in Current Reality, capabilities, constraints, responsibilities, Sources, Resources, relevant Dynamic Mechanics, Position, and actual operating conditions.
  • E — Envisioned: establishes sufficient clarity concerning the objective and intended future condition to guide implementation and evaluation.
  • A — Aligned: remains coherent with applicable Desired Results (777), Integrity, governing principles, Mind–Body–Spirit integration, Position, and intended whole-system Trajectory.
  • T — Testable: provides observable or otherwise appropriate evidence through which implementation, progress, relevant effects, deviation, and achievement can be evaluated.
  • E — End-Dated: establishes an appropriate completion date, operating period, milestone, or formal reassessment point.

CREATE Goals also provide an operational basis for developing Gateway Guarding specifications. Relevant Inputs, Outputs, exposures, influences, and recurring interaction patterns can be examined to determine what should be sought, accepted, reinforced, expressed, restricted, resisted, rejected, or prevented in support of the applicable CREATE Goals, Desired Results, Integrity, and intended system direction. These requirements can be operationalized, where applicable, through YES Input, YES Output, NO Input, and NO Output specifications across relevant Gateways.

CREATE Goals also help establish the reference conditions for configuring the Primary Target, Target Tracking, and appropriate Data Collection. Their Testable characteristics help determine what evidence should be observed or collected during operation so that intended objectives can later be compared with what actually occurred.

Before implementation, CREATE Goals are considered alongside relevant XSE Factors, Derived Dynamics, Gateway Guarding requirements, Dynamic Mechanics, Position, Trajectory, Sources, Resources, constraints, and other applicable findings through XESAS Synthesis, which coordinates the relevant elements into the whole-system configuration for the next operating cycle.

The resulting configuration is implemented predominantly during Build Strength, where applicable Executive Power and other operating mechanisms convert governance and intention into System Work toward the established objectives. Target Tracking and other appropriate Data Collection methods then provide evidence concerning actual operation, implementation, deviation, correction, relevant changes in Dynamic Mechanics, Position, and developing Trajectory.

Accumulated evidence subsequently returns to Take Time, where CREATE Goals and the larger whole-system configuration can be analyzed, resynthesized, and deliberately maintained, strengthened, modified, subdivided, reprioritized, completed, replaced, discontinued, or otherwise recalibrated according to what Current Reality and the available evidence support.

For applicable human systems, they are developed across Mind, Body, and Spirit in consideration of Current Reality, relevant XSE Dynamic Mechanics, Position, Trajectory, Sources, Resources, constraints, Integrity, and whole-system conditions; provide an operational basis for Gateway Guarding, Target Tracking, and appropriate Data Collection; are integrated into the whole-system configuration through XESAS Synthesis; are implemented predominantly during Build Strength; and are recursively evaluated and recalibrated from operational evidence across subsequent XSE cycles.
